The best time for an investor to own cash is when it pays next to nothing. This may sound counterintuitive, and it is the opposite of what most investors do when cash pays nothing: They scramble to find better-paying alternatives, even if it means taking on more risk. But the contrarian aspect of this rule has always appealed to me, and my own experience has generally vindicated it.

Personal biases aside, the most compelling argument to owning cash when interest rates are close to zero is simply that, from that point, they basically have nowhere to go but up. And when they do, sometimes with a lag but sooner or later, lower prices for stocks and bonds will result.

Why is this? Because most investments compete with the presumed riskless return on short-term government paper like Treasury bills. When interest rates on Treasury bills rise, the return on all other investment vehicles must also rise or they will lose investors.

If a bond interest rate is fixed, for example, its yield can only increase by its price going down. For stocks, things are a bit more nuanced. First of all, the cheapness or expensiveness of a stock is not measured by its dollar price, but by how that price relates to the stock�� earnings ��the price/earnings ratio.

Abraxas Petroleum Corporation is an independent energy company primarily engaged in the acquisition, exploitation, development and production of oil and gas in the United States and Canada. The Company�� properties in the onshore Gulf Coast region are located along the Edwards trend in DeWitt and Lavaca Counties, Texas and in the Portilla field in San Patricio County, Texas. In the Edwards trend, its wells produce gas from the Edwards formation at a depth of 14,000 feet and in the Portilla field, its wells produce oil and gas from the Frio sands and the deeper Vicksburg from depths of approximately 7,000 to 9,000 feet. In addition, the Company also owns a 34.7% equity interest in a joint venture targeting the Eagle Ford in South Texas. Its properties in the province of Alberta, Canada are located in the Pekisko fairway and the Nordegg/Tomahawk area of Central Alberta.

As of December 31, 2011, the Company leased approximately 20,835 net acres, primarily in counties located on the Nesson Anticline and in areas west, including Rough Rider and Lewis & Clark in North Dakota and in Sheridan County, Montana, which are prospective for the Bakken and Three Forks formations. During the year ended December 31, 2011, the Company drilled two operated wells and participated in an additional 19 gross (1.0 net) non-operated wells. In July 2011, Abraxas purchased a used Oilwell 2000 horsepower diesel electric drilling rig. In August 2010, the Company formed a joint venture, Blue Eagle, with Rock Oil to develop its acreage in the Eagle Ford Shale play. As of December 31, 2011, the Company owned a 34.7% interest in Blue Eagle. During 2011, Blue Eagle drilled, completed or participated in three gross (2.4 net) wells and added approximately 3,800 net acres to its holdings, principally in McMullen County, Texas.

As of December 31, 2011, the Company leased a total of approximately 20,720 gross (17,800 net) acres in the southern Powder River Basin, of which 17,800 gross (15,700 net) acres were located in the Brooks Draw field of Converse and Niobrara Counties, Wyoming. In addition, it owns approximately 2,100 net acres in sout! hern Camp! bell County, Wyoming which are held by production and are near the Crossbow field operated by EOG Resources, Inc. and other recent horizontal activity. As of December 31, 2011, the Company leased 6,880 net acres in western Alberta. In 2011, it drilled or completed six gross (6 net) wells in the Twining area. In the emerging southern Alberta Basin Bakken play of Toole and Glacier Counties, Montana, the Company leased approximately 10,000 gross/net acres under long-term leases or direct mineral ownership. As of December 31, 2011, it leased approximately 5,600 gross/net acres in Nolan County, Texas. In 2011, the Company drilled three wells in the Spires Ranch offsetting the prolific Nena Lucia field.

They have paid down a lot of high-priced debt, which also helps the bottom line.

    On Monday, the real estate investment trust announced that CFO Andrew J. Welch intends to retire from the company at the end of this year. He will resign his post on July 1 but remain with the company a few months longer to facilitate the transition to a new CFO. Said new CFO will be Michael C. Hughes, the current company treasurer and senior vice president for finance, who will be promoted to CFO on July 1.

    Leap Wireless (NASDAQ: LEAP  ) has had trouble keeping up with its commitment, saying its current selling rate puts it $450 million short of its three-year deal with Apple. The company expected to only meet half of its first-year commitment through June 2013, which hadn't changed by the time of its most recent 10-Q. Leap is one of the only major domestic carriers that doesn't report iPhone activations, but clearly there's something to be desired with the figures.

Reinsurance

    Indeed, consumer-oriented stocks are among the weakest performers in the Dow today. Coca-Cola (NYSE: KO  ) is down 2%, likely in response to a reduced forecast from independent bottler Coca-Cola Enterprises (NYSE: CCE  ) . The bottling company said continued trouble in the European economy combined with cold, rainy weather throughout much of the region led to volume declines of 2.5% for the quarter, confirming Coca-Cola's own 4% decline in soda sales in North America that it reported last week. Coke investors need to remember that Coke, with its global operations, is not influenced by U.S.-centric consumer figures so much as domestically focused companies.

What Parents of Soon-to-Be College Students Need to Know About Credit Cards

Students will likely have college debt after graduation, but should they have both credit card and student loan debt? I interviewed Beverly Harzog, author of  Confessions of  a Credit Junkie, about all things college students and credit cards.

Did legislation really stop college students from getting credit cards?

It did put some needed restrictions on offering credit cards to students. For young adults under the age of 21, they have to show sufficient income before they can be approved unless they have a cosigner. The CARD Act also banned gift giving to entice college students to sign up for credit cards. No more free T-shirts to sign up for a credit card. And the CARD Act also prevents card issuers from sending pre-approved offers to anyone under 21 without the individual's consent.

A 2013 survey by the Consumer Financial Protection Bureau showed that credit card agreements with college has decreased since 2009, the year the CARD Act was signed into law. Most of the provisions became effective in 2010.

 Is using a credit card an alternative way to student loans to paying for college in part or in whole?

I do not recommend using credit cards to pay for college. It's fine to use them to get rewards, but only if you can pay the bill in full by the due date. Student loan debt is stressful, but at least it's an investment in your future. Credit card debt is "bad debt" and it's a waste of your money. It would be terrible to graduate with student loan debt and with credit card debt. You don't want to start your adult life out that way.

What are the dangers for parents cosigning credit cards?

When a parent cosigns for a credit card, they take legal responsibility for the debt. So if the student racks up debt and can't pay for it, the parent is responsible. The parent can also suffer damage to their credit score if the student uses the card irresponsibly.

What kind of talk/guidelines should parents have with their students before letting them have a credit card? How crucial is this?

Hopefully, parents have been talking to their kids about money management long before they leave for college. It's very important to talk about credit cards, in particular, because they can be dangerous in the wrong hands. I wrote Confessions of a Credit Junkie to show how irresponsible credit card use can wreak havoc on your life. Even if a parent doesn't believe in credit card use, they need to educate their kids so they know how to use credit cards responsibly if they choose to apply for a card. When young adults are out on their own, parents won't be there when they get those offers. So it's essential to arm your kids with information.

 Is it a good idea for parents to use the last month of summer to evaluate their child's spending habits before handing them the card?

I recommend starting out with a debit card. When your child has that first job in high school, open a checking account and teach your kid how to monitor their checking account and use a debit card. This teaches them how to budget their money and handle plastic. There's an emotional disconnect when you use plastic because it feels like you're not really spending money.

You can't evaluate a child's spending habits in just one month. Hopefully, you'll spend their senior year watching them handle a debit card. If you do think they're ready for a credit card when they go to college, start by making them an authorized user on one of your accounts or getting your child a secured card.

How are credit cards most often used by college students and their families?

I've seen folks cosign and one of two things usually happen. It's either a success or a disaster! I prefer either the authorized user route, a secured card, or a student card. Your choice depends on the maturity level of your child and how savvy they've been with their money. At the end of the day, the parent is truly the expert when it comes to making decisions about credit cards and their college-student kids.
